Spain has initiated a significant effort to integrate gender equality into its environmental policies through the strategic guide for the Spanish recovery, transformation and resilience plan, introduced in 2021 by the Spanish Institute of Women. This initiative aims to ensure that the approximately 40 % of recovery, transformation and resilience plan funds designated for environmental projects incorporate gender perspectives effectively.
The guide operates within the ambit of Spain’s strategic plan for the effective equality of women and men (2022–2025) and adheres to national laws that advocate for gender-sensitive public procurement.
Key activities include:
- development of guidelines to support public authorities to integrate a gender perspective into all measures funded by the recovery, transformation and resilience plan through gender-sensitive public procurement;
- development of guidelines and provision of support to private entities to increase their understanding and capacity to integrate gender considerations into their projects;
- awareness-raising activities at two public events with close to 300 participants each;
- a training course for staff of the Ministry for the Ecologic Transition and the Demographic Challenge.
Addressing knowledge gaps in gender mainstreaming within the context of the European Green Deal, the guide serves both public authorities and private bidders by providing the necessary tools and knowledge to allow them to embed gender equality into project frameworks, thus marking a step towards gender-inclusive ecological transition efforts.
