It should form part of a partnership approach between professionals, victims and children and should include an assessment of the level of risk, developing a crisis plan and a plan for the future, both short and longer term. The police have a role in helping to develop and support safety plans as part of their risk management processes. In general, the victim, with assistance from an independent domestic violence adviser (IDVA) or other independent advocacy service, should carry out the safety planning, with officers being able to contribute to the process by implementing safety measures as part of a risk management plan or action plan. It should be carried out in consultation with other agencies, eg, fire service, housing, children’s services.
